ATOKA, Inc. is an Arkansas-based, full service engineering & environmental consulting firm providing a wide range of services to private industry and government agencies. ATOKA is also the name of a major geological formation found within the central United States.
At ATOKA, our goal is to meet the needs and desires of every client in the most efficient & effective way possible. Our experienced engineers, scientists, and specialists take the guesswork out of environmental compliance & provide the highest quality design & permitting services available.

The name ATOKA was adopted from the Native American heritage shared by the owners. The name is derived from the Choctaw language & means “fair playing field” in the game of stickball. The name portrays the company’s objectives of conducting work professionally with honesty & integrity.
ATOKA, Inc. was incorporated in 1994, and expanded in 1996, through the combining of companies owned by Joe Henry, Cliff McBryde, and Jerry Overton. This unique combination created a company with experience and expertise in just about any basic engineering or environmental project you could imagine. ATOKA currently provides services from offices in Hot Springs and Little Rock. Our corporate headquarters is in Hot Springs and our Analytical Laboratory is located in the Little Rock office.

      McBryde


Mr. McBryde, President, C.I.E., has been providing professional industrial hygiene (PIH) and environmental professional (EP) assessment services for 23 years.

    Mr. McBryde is highly experienced in environmental site assessments, radon/asbestos/lead-based paint sampling and risk assessment surveys, biological hazard investigations, storm water pollution prevention plans, hazardous waste disposal, mold & moisture indoor air quality (IAQ) assessments, OSHA IAQ compliance assessments, abatement design plans, management plans, & air monitoring services.

            Joe
          Henry

Mr. Henry, C.I.E., is the Laboratory Director and Vice-President of ATOKA.
  • Directs food, industrial, and environmental microbiology for Atoka's Environmental and Food Safety Laboratory and provides quality control testing, shelf-life studies, sensory evaluations, forensic investigations, environmental and mold testing.
  • Certified Indoor Environmentalist and Level 1 Thermographer. He also conducts indoor air quality studies, site surveys for water intrusion and mold contamination, and designs specification plans for remedial action.
  • Served as the senior investigator for eighteen years in the experimental design and implementation of Bioremediation of environmental contaminants for private industry.
  • Provides expert witness support for food safety and indoor air quality cases.
  • Holds several patents related to system controlling soluble contaminants, such as Phosphorous and Nitrates.

   


        Jerry
       Overton

Dr. Overton, Ph.D, P.G., is the founder of ATOKA, Inc. Dr. Overton has more than 40 years experience as a professional Environmental Scientist/Hydrogeologist. His experience includes;

•    Environmental site assessments, designing and installing groundwater monitoring well systems, evaluating facility hazardous/solid waste sites and permitting, conducting hazardous/solid waste site searches, and conducting oil field environmental site characterizations, remediation design, and providing site remediation oversight.
•    Extensive experience with aquifer characterization assessments, NORM surveying, surface and downhole geophysical studies, aquifer testing/evaluations, groundwater sampling QA/QC plans and implementation, and solute transport and groundwater modeling.
•    Taught for more than 13 years at the University level.
•    Dr. Overton provides litigation support, expert witness services and regulatory agency negotiations.

       Timothy
           Hill

Mr. Hill, P.G., is a distinguished Environmental Leader, and has over 38 years of professional experience with international, corporate, divisional, facility, and consulting assignments. 
  • Implemented innovative and cost effective environmental programs for due diligence, mergers and acquisitions, NEPA, environmental compliance and permitting, prevention, and remediation and corrective actions for the lumber and wood products, automotive, agrochemicals, chemicals, petrochemicals, mining, refining, and energy industries. 
  • Successfully remediated and closed hundreds of industrial sites, landfills, pipelines, and waste ponds regulated by UST, CERCLA, RCRA CA, Federal and State Consent Orders, and State(s) Voluntary Clean-up Programs.
  • Developed and implemented next generation environmental compliance systems for Title V (non-attainment), PSM, EMACT, Boiler MACT, NOX and engines, HON, MON, GHG, TRI, Tier II, LDAR, MSS, DMR, SWPPP, RMP, GRI, DOT, SPCC, OSPRA, NORM, BWON, NPDES, and PWS regulations and permits.

ATOKA's staff of highly-trained licensed professionals have a reputation of meeting and exceeding their client's expectations. Our staff's areas of expertise are diverse and ensure that we have the skills to take on any project.

 Aaron
 Burroughs

Mr. Burroughs, P.E., C.F.M., is the senior engineer at Atoka.
He has engineering and construction experience spanning 30+ years. 
Mr. Burroughs’ civil engineering and structural design experience includes site layout, land development, storm water management (SWPPP), solid waste design and permitting, regulatory compliance and steel and steel reinforced concrete design. He has experience in utility design and distribution in water and wastewater projects. Aaron also has public and private work experience in road, bridge, and culvert design.

 Vick
 Loomis

Mr. Loomis provides over 33 years of environmental and safety related experience, including all aspects of Asbestos Abatement. He is also an OSHA-authorized safety trainer and provides training for the private and public industries. Mr. Loomis also conducts microbial and indoor air quality investigations and Phase I and Phase II Environmental Site Assessments.

 Walt
 MacPhee

Mr. MacPhee, P.G., is a project manager with over 20 years experience working in oil and gas, dam safety, civil engineering, water development, and environmental response.
Mr. MacPhee is an expert in digital mapping, and is the G.I.S. Manager at Atoka.
Mr. MacPhee specializes in water development projects, provides litigation support for expert witness services, and conducts Environmental Site Assessments.

 Wildon
 Hawkins

Mr. Hawkins, P.G., is a project manager for Mining Permit Applications, SIte Assessments and Remedial Investigations.
Mr. Hawkins has a strong background in hazardous waste characterization and permitting. He also conducts Phase I, II and III Environmental Site Assessments.
